CODC: Clyde works update The Central Otago District Council’s latest Clyde Newsletter.

Welcome back to our latest addition of the Clyde Newsletter. It has been a challenging few months since our last update, with our second national Covid-19 lockdown. 


Despite the lockdown we have made good progress on all projects but are experiencing delays to material delivery due to shipping issues. This is a nationwide issue impacting many industries. 


As soon as Covid levels allowed, the Seipp crew was back on the job continuing the installation of the wastewater main. During this period we have completed the main and laterals to the property boundaries finalising the work in the CBD along Holloway Street. 


We have completed almost 60% of the required wastewater pipe with 3248m out of 5100m installed. Seipp is currently working on the remaining section of Sunderland Street.

As the weather is starting to warm up, we can get stuck into the road restorations. You will be experiencing a lot more movement while we do this work.


We understand that it has been a long process between the completion of the pipework and waiting for the right weather conditions to get this stage. We thank you for your understanding and patience. 


The project team continue to work through the required building consent documents. For our stage one customers, expect to receive further information regarding the laterals on your private property in the coming weeks.

An overview of the process 


Mains -> laterals to boundary -> boundary to house -> decommission septic tank -> connect! 


Put simply, wastewater mains are being laid in the road and lateral pipes from that main to the boundary. Private property laterals are from the boundary to the resident's house. 


Building Consent Process 


A building consent is required for the lateral pipe and decommissioning of the septic tank on each property. 


• The project team is currently working through getting building consent documents for all stage one properties that require a building consent 


• These are being submitted gradually to Council's building and planning teams for issuing consent. 


• As individual consents are issued then work may commence on the property. (A timeline is currently being worked on). 


• Council is covering the cost of the building consent fee 


Septic tank decommissioning 


• Mid-2022 contractors will return to decommission a property's septic tank and connect the lateral pipe to working standard. 


• Decommissioning of the septic tank entails them being emptied, disinfected, punctured and backfilled with clean fill. 


• As-built plans are then provided to the Building team so Code of Compliance can be issued 


Clyde Wastewater Pump Stations


A key component of the Clyde wastewater system, is the main pump station which will be adjacent to the Clyde dog park. This will transfer waste from Clyde to Alexandra for treatment. The tender for this work is in the final stages, with construction programmed to start by late November. 


Two additional smaller pump stations complete the system. The pump station within the Clyde Holiday Park was programmed to be finished by Labour weekend and the initial excavation work has been completed.


Unfortunately Covid has impacted negatively with our timeline and we have not yet received the required materials. 


We have worked with Holiday Park management to ensure the site is safe for the long weekend.

Clyde Heritage Precinct Upgrade


The Lodge Lane upgrade continues to progress well, with the community’s vision really starting to take shape. 


With the installation of garden beds, irrigation, seating and bike racks, Lodge Lane is now open for pedestrian use with some temporary measures in place. Sections of plywood are being used while we wait for the delivery of our pavers. 


This delay is also having an impact on our ability to complete the edging for our garden beds but we have been able to get our plants in the ground giving a true feel for what the completed area will look like.


Street lighting and signage are scheduled to be installed in early November, designed to fit in with the heritage aesthetic. 


The demolition of the old public toilets has made way for the Town Square and a modern four cubical toilet block is to be installed in December, ready to serve our community and visitors for a busy holiday period.



The historic walkway from Matau Street down to Miners Lane is progressing well. We are busy planting the embankment and planning for the fence at the top of the new lookout. The retaining wall construction is set to be completed by the end of November. 


Planning for a public toilet at Miners Lane and concept planning for the adjacent playground is underway.
