After 15 years and a recent high-profile proposal, the current Tarras Community Plan is showing its age.
The document is no longer fit for purpose and the Central Otago District Council (CODC) is working on a replacement.
Each community in the district has a plan which provides a clear and defined plan to follow in the future, but which are not legally binding to participants. The existing plans range in age from the oldest 2007 to the most recent 2019.
The current Tarras plan, not unlike any others, looks towards the development of business and tourism in the area.
A new airport development would undoubtedly tick both boxes, but what of the impact on the local community? How would a project of such proportions change the community over the coming years?
The Central Otago District Council is now reaching out to the community, and a plan replacement process is underway. A meeting earlier this month at the Tarras Community Hall attracted around 30 participants.
One of the groups participating in the plan’s review is Sustainable Tarras, and the group has a clear message about the negative impact of any airport development in the area.
Group spokesperson Dr Marilyn Duxson said that the group welcomed the council's move to redraft the community plan.

"We need to remember that while the airport issue has brought much attention, the community is moving ahead.
“Many of the original targets the 2007 document outlined have largely been met. Sure there are differences around the airport, but we all share many common goals for Tarras."
Marilyn points to the upgraded internet connectivity and the increased business activity it generates through home-run enterprises and educational opportunities.
"No matter what individual thoughts are in the area around the airport, the fundamental strength that underlines the community remains undiminished, and the forthcoming new plan will show that unity," she said.
The community plan process is ongoing.
